'Cerulean Blue' on the 2 Freeway?

A curious sign makes an appearance on the northbound 2 freeway near Delevan Drive.

Eagle Rock Patch reader Dan Marfisi sent this photograph of "an interesting addition" to the on-ramp of the 2 north freeway, as visible from Delevan Drive. Do you know what the sign refers to?

Correction: An earlier version of this article incorrectly reported that the off ramp is located near Wawona Street. It is located near Delevan Drive, as longtime Eagle Rock resident Henk Friezer, who lives nearby, points out in the Comments section below.
