City fees for unrendered services

A few months ago I posted a blog regarding the lack of pickup on our block on trash day. I advocated privatizing trash collection a was met with a barrage of city union workers countering my opinion. I was also reassured by sanitation dept officials that these  occurances would be rectified and not happen again. But, for the sixth time this year our entire (and next block too) were  again skipped over. I called council offices, refuse offices and was told they would be picked  up, as of today our full trashcans (Blue) are still there. And again I call upon city officials to privatize these  unreliable services  and save money too. Private companies are cheaper and more efficient than overpaid city employees who do not care because they know that they will be  paid regardless with their union contracts that are draining city coffers. But I notice that has not deterred them from billing me on my utility bill for the unrendered services
