Criminal activity

It is hard to watch ER being overrun by criminals. I have now witnessed  3 drug deals, 1 residential trespassing, numerous groups gathering to do drugs behind St. Dominic church,. When I call the police they either can't make it in time to do something, or tell me that if the church would stop the feasi gs these activities would diminish. What can be done ???
