Waste of Resources?

There's a party down the street and not the first. Underage drinking. "Medical" marijauna containers on the curb outside my house.  They go on til at least 1am, and it's louder than my surround sound system.  Call the police and they can't send a car out - they don't have the resources.  Wait a few hours and they can send helicopters announcing even louder to break up the party.  This goes on several times during the summer.  No wonder the police force has no budget - someone there thinks this makes complete sense.
